2019 PV Will Enter The Non-subsidy First Year How Should The Industry Develop?
- Jan 16, 2019 -

On January 9, the National Development and Reform Commission and the National Energy Administration issued the "Notice on Actively Promoting the Work of Non-subsidized and Flat-rate Internet Access for Wind Power and Photovoltaic Power Generation" to promote the high-quality development of renewable energy and improve the market competitiveness of wind power and photovoltaic power generation. Among them, it is required to promote the development of non-subsidized wind power and photovoltaic power generation through electricity market transactions.

On the afternoon of January 9, the 4th Photovoltaic Industry Chain Innovation Cooperation Summit Forum jointly hosted by Asia Photovoltaic Industry Association and Poly GCL Energy was held in Suzhou. Zhu Xiangshan, chairman of GCL Group, said at the scene that 2019 is the "non-subsidy" first year of PV development. Although the National Energy Administration has already confirmed that there will still be subsidies for photovoltaic power generation before 2022, under the system design of competitive allocation of power station indicators, In 2019, it will inevitably be a year of opening the era of photovoltaic parity with a point.

The photovoltaic industry will gradually recover in 2019

In response to the development of the photovoltaic industry in 2018, Zhu Gongshan believes that the past year has been an extraordinary year in the history of China's photovoltaic industry development, and multiple factors have caused the industry to fall into a phased downturn. However, thanks to the photovoltaic industry's consistent efforts to improve quality and efficiency through technological innovation, the cost of photovoltaic modules and photovoltaic power generation has fallen by more than 90% in the past decade. “With the decline in cost, photovoltaic power generation is being widely used by various countries, 2018 Although China's PV market has declined in the year, the global installed capacity of PV still maintains a growth trend, showing a bright future."

In the view of Zhu Gongshan, the photovoltaic industry will gradually recover in 2019 and return to the track of rational, healthy and orderly development. 2019 is the "non-subsidy" first year of photovoltaic development. Although the National Energy Administration has already confirmed that there will still be subsidies for photovoltaic power generation before 2022, under the system design of competitive allocation of power station indicators, 2019 will inevitably open the photovoltaic parity. The year of the times.
"The real solar energy development in the future begins in 2019. This year is the first year. In the past, it was not counted. In the past, it was government subsidies. The real thing is to start from this year and really find a beginning." Zhu Gongshan vs. "Daily Economy" News reporter said.

Although it will enter the era of non-subsidy, the arrears of photovoltaic subsidies have become a problem for many PV companies. Zhu Gongshan believes that to create a new photovoltaic industry, on the policy level, I hope to work from three aspects: First, properly solve the problem of subsidy arrears in the stock power station, let the photovoltaic enterprises go light in the era of “subsidy subsidy”; secondly, guide the reduction The non-technical cost of land tax, financing cost, and light-restriction and power-limited electricity; the other is to focus on cultivating photovoltaic parity online demonstrations. It is hoped that the National Energy Administration and local governments can organize and plan in a unified manner and gradually promote them from point to point.

Integration and development become an inevitable trend

Time has entered 2019, but relevant policies on 2019 PV price policy, scale indicators, parity online demonstration base, and fourth batch of runners have not been officially released.

The relevant subsidy scale indicators have not been announced, which has caused many PV companies to feel anxious. However, in Zhu Gongshan's view, although there is a certain slowdown in the development of China's photovoltaic industry in 2018, the appropriate "deceleration" is conducive to optimizing the scale of the industry, improving the quality of industrial development, and promoting the re-integration of the industry.

"In 2019, the photovoltaic industry will be integrated and developed again. It will form a pattern driven by leading enterprises, fine division of labor, complementary advantages, misplaced management and orderly development. Industry concentration will be higher and higher, and industrial chain cooperation will come. The closer, the trend of technical exchanges and cooperation and synergy development will become more and more obvious." Zhu Gongshan told reporters.

For the integration and development of the photovoltaic industry, Zhu Gongshan suggested: First, strengthen the "chain development", and develop "big photovoltaic" according to the thinking of "building the chain", "filling the chain" and "strong chain". Further integrate resources, strengthen the fine division of labor and cooperation in the industrial chain, base on its own advantages, develop and complement each other, develop in a dislocation, and avoid duplication of investment, disorderly competition, and homogenization competition. The second is to strengthen technical integration. In the era of great division of labor and cooperation, we must break through stereotypes, bid farewell to the inherent concept of closing the door to innovation, and jointly carry out innovative research. The third is to strengthen market cooperation and lay a good ace of "China PV". Through cooperation model innovation, we will jointly expand the two domestic and international markets, especially in the production of “One Belt, One Road” capacity, and bring the group to the sea for joint development to realize its own benefits, mutual benefit and industrial prosperity.

In this regard, Zhu Gongshan also told reporters: "The action of integrated development will happen before the end of June this year. It is impossible for a company to open up in the whole industry chain. I personally recommend that GCL Group and GCL-Poly don't want to go from the whole industry chain. Opened up, because after the whole industry chain is opened, there is a link that can't keep up. There will be big problems in such a large asset scale. Therefore, the integration and development of the photovoltaic industry is an inevitable trend.
